Well it needs to be a fast Conroe (Core 2 Duo) based system, with a decent and reliable mainboard, so I would suggest an Asus or possibly Abit one, maybe even one that would support a quad core CPU at a later date if cash allowed.

Memory, make it 2GB of DDR2, Vista is heavily memory intensive and so to do anything meaningful you need at LEAST 2GB.

Graphics cards, someone else will have to advise you on that, I don't game play much these days and have lost track of the Good, Bad and the ugly in this market area.
